The Parker Report - Monterey County Budget Hearings

Dear Friends,

You are receiving this message because you have expressed an interest in Monterey County budget issues.

The Board of Supervisors is holding public hearings on the Recommended Budget for fiscal year 2009-2010. Hearings are scheduled to begin Monday, June 8 at 1:30pm and continue on Tuesday, June 9th at 9am at the Government Center Board Chambers located at 168 West Alisal Street in Salinas. Agendas, including opportunities for public comment, for these public meetings can be found online at You may also submit written comments to the Board of Supervisors at

County Administrative staff and Department Heads have worked hard to prepare an operating plan that incorporates a nearly 7% reduction in appropriations (spending). It will almost certainly require revision if revenue continues to decline, the need for county social services continues to increase, and impacts from the States budget crisis become known. The Recommended Budget for fiscal 2009-2010 includes staff reductions, lower contributions to reserves, and cancellation of encumbrances, along with an allocation of savings from prior year. The full budget is available online at: Copies of a much shorter document, the Budget-In-Brief can be requested by replying to this email (thanks to the work of Panetta Institue Intern Susan Swant).

In March, the Board of Supervisors approved Financial Guidelines which provide for increased accountability to the public, movement towards a performance based budget, and establishing agreed-upon county wide priorities. The County Supervisors have undertaken a strategic planning process to develop goals with provable outcomes with the intention of balancing fiscal responsibility with care for the future and compassion for all residents.

There is much work still ahead!

I invite your comments, questions, and participation as this process moves forward. The public is invited to attend the upcoming budget hearings on Monday, June 8 at 1:30pm and Tuesday, June 9th at 9am in the Government Center Board Chambers. Thank you again for your interest in County Government.

PS: I will be referencing and considering the feedback provided by residents who attended the March 8th Community Meeting on the Coutny Budget as I evaluate and vote on the Recommended Budget, as well as in my ongoing work over the next year to incorporate the ideas expressed at the meeting into future County budgets. A summary of the feedback from that meeting can be found online at:, or by requesting a formated copy from my office.
